The featured bridge shows serious deterioration from Alkali-Silica Reaction (ASR), a major cause of premature deterioration in MDoT concrete structures. MDoT is fully cognizant of ASR and its consequences, but has not taken any of the well proven measures to prevent it.
The plywood is called 'false decking' by MDoT. Auditor General's office in their 2010 performance audit of bridge inspections found that MDoT was not actually inspecting bridges with false decking, nor did they track bridges with false decking in their database of bridges requiring repair. False decking appears to be a form of political advertising on the part of MDoT, rather than a genuine safety measure.
The Michigan Office of the Auditor General was due to release a full, followup performance audit of MDoT bridge inspections (591-0169-14) in February of this year. Did not happen. Apparently its contents are not helpful to the May 5th ballot proposal campaign. You can see a lot of interesting performance audits at the MOAG's website:

I was able to get a question on a Wayne Schmidt's interview yesterday about the failure of the MDOT to enforce warranties. He immediately lied saying the warranties were enforced, then backed off a few seconds later saying that MOST of them were.
Of course he was oversight in the transportation committee.
