I've already given my $0.02 on the "bureaucracy" aspect.
The picture is what really caught my attention.
I've attended demonstrations by the local CRT/SRT units.
Aside from wearing very different uniforms (with their names stitched where it can be easily read), they didn't dress like they were rejects from the last G.I. Joe flick.
FYI, if they try that in Detroit, not only are they woefully outmanned, but they're hilariously outgunned.
