Shirkey’s office attributed it to Winston Churchill, but there’s no evidence the British statesman actually said it.

All that said, I would really like to know is of the 19 votes, who are the 5 people that voted NOT to censure Shirkey?

Bottom line, for any County Party to be comprised of 26.3% asshole, well, that is still a bridge too far.
