The reference is to the certification that was done under duress. The certification body was threatened, and the personal threats were taken seriously enough to change a vote and certify, albeit temporarily. The FBI has arrested and is charging the person who threatened and caused the illegal certification vote to succeed with threats. The certification is a fraud as it was merely under duress.
