blight-eliminationAs I pointed out the other day, the flow of federal funds used for welfare is, and has been huge in our state.

I also hinted at the ka-ching of ‘excess moneys that local communities get to use.  It keeps them on board and in line. For example, in this case:

In July 2010 Michigan received $498.6 million in federal Hardest Hit Funds (HHF) in response to the housing crisis that led to an unprecedented decline in home prices and high unemployment. MSHDA created the Michigan Homeowner Assistance Housing Corporation (MHA) to oversee distribution of the funds through a program called Step Forward Michigan.

“The Step Forward program has helped unemployed and under-employed people remain in their homes and in our state as they searched for new jobs as our state recovered,” Gov. Rick Snyder said. “That’s important for families who were struggling as our state started its recovery.” 

While the title reads:

“Michigan’s hardest hit families have received $241M worth of assistance since 2010″

Efficient distribution, yes?

Just sayin.

Why Did It Take So Long?

And how much taxpayer money has been lost to cronyism over the last 7 years?

Michigan politicians have been telling us that the film credits were needed to compete with other states for years. Its just not so.

People in the industry have been remarking how successful other states have been by giving filmmakers taxpayer money to ‘create’ jobs in those states; all the while competing against Michigan’s excessive subsidizing of the vanity industry which HQs in Hollywood.

But the bottom line?

MDoT Train Wreck Still Emptying Michigan Wallets

Michigan Department of Transportation passing even more cost through to taxpayers.

Train Wreck ImageThe failure that is Kirk Steudle and the Michigan Department of Transportation continues to demonstrate that it cannot plan nor manage taxpayer funds efficiently.

RightMi.com readers might recall that the MDoT has been spending taxpayer dollars to babysit equipment that other people own. In the last few years, it has amounted to a drop in the bucket when compared to what is a bloated state budget of 52+ billion smackers, right?  But buckets eventually fill from all the droplets as we all know, and the spigot in this case is opening more.  From the Lansing State Journal:

At the current lease rates, that means MDOT would have to sink about another $4.4 million into lease charges before it is able to put the cars into service.

That line is sufficient to point out that Steudle’s comment earlier in the year was nothing more than lip service.

“These cars are costing us money right now and we’ve got to figure out how are we going to … stop the bleeding,”

As the old joke goes .. “Whats this ‘we’ s##t Kemosabe?”

More Info On Proposal One

The contentious May issue is complicated, but understandable. It just takes time.

There is a ton of information to be shared on the road funding issue.

TV-ADSRightMi.com has pointed out many of the flaws, and the bad policy associated with the late night lame-duck session passed monstrosity voters will be asked to approve May 5th.   We pointed out the obvious in a graphic (to the right)  only 24 hours ago, and as of this writing, the graphic has been viewed over 2200 times on Facebook alone.  (still climbing fast) We invite those who are here looking for information on this constitutional disaster to sift through a few pages on our site for all you need to know about the single biggest tax increase many of Michiganians will face in their lives.

And the argument is fierce. On one side we have the shills for the road industry pimping the YES vote, and the other side we have families who don’t much feel like picking out the switch so ‘daddy’ government can beat them down with an additional $500 a year in taxes.

Pavlovs PoliticianThe brilliant, Nobel Prize winning physiologist Ivan Petrovitch Pavlov demonstrated that you could condition a dog to salivate by sounding a metronome. All he had to do was sound the metronome when putting out food for his dogs. It did not take long for his dogs to associate the sound of the metronome with food.  Then he no longer even had to put food out to get the dogs to salivate; he only had to sound the metronome.

Today, inferior rank politicians have been conditioned to salivate when a financial grant is offered by superior rank politicians. The only problem with these grants of largess is that they always come with caveats, and usually require matching funds. These restrictions are a deliberate – and successful – effort to frustrate all efforts to manage government expenditures.

Michigan Political Math: $ 1.2 Billion = $ 1.08 Billion

Mass Transit Skims $ 120 Million from Proposal 2015-01 Road Work Funds

Train Wreck ImageEver hear of the Michigan Comprehensive Transportation Fund? Ten cents of every Michigan fuel tax dollar gets diverted to this mass transportation slush fund.  It is only just behind the sales tax as a diversion of your current fuel tax dollars from Michigan’s roads.

All motor vehicle fuel taxes collected in the State of Michigan are first deposited into the Michigan Transportation Fund. Then MCL 247.660 (1)(f) (Public Act 51 of 1951) dictates that 10% of the funds deposited in the Michigan Transportation Fund be immediately transferred to the Comprehensive Transportation Fund. The amended version of MCL 247.660 you are being offered in Proposal 2015-01 has the very same section (1)(f), making the same 10% immediate diversion.

So the $ 1.2 billion that Proposal 2015-01 supporters are promising you for road work is actually only $ 1.08 billion.  Kirk T. Steudle, P.E. gets a whole new stash to maintain and expand his stable of rotting train cars, $ 120 million that cannot be spent on the roads by law.  $ 120 million that gets skimmed from the $ 1.2 billion you are being promised for the roads.  And no, it is not skimmed from the $ 800 million that Proposal 2015-01 dedicates to the Democratic base.

Now you now know how Michigan political math works in the age of Common Core.  Pay $ 2 billion for roads, get $ 1 billion in road work.

Another Glitch in the ‘Road’ Tax Package

Crying CEO or managerA week ago we found out that the new road tax package vehicle registration fee system would end its Federal tax deductibility.  Now Gongwer News Service is reporting another glitch, this time in the gasoline sales tax provisions of the road tax package:

Fix Planned to Correct Sales Tax Problem in Roads Plan

The administration of Governor Rick Snyder will seek legislation to correct a potential problem in the road funding plan that as written would lift the sales tax off of gasoline only for motor vehicles, but not for boats, snowmobiles and other non-road purposes like generators and gasoline-powered equipment.

As currently constructed, that would create a mess for retailers who theoretically would have to determine whether or not to charge the sales tax and even ask customers filling up a gasoline can what the intended use of the purchase is. The Citizens Research Council of Michigan, as part of a broad analysis it is conducting on the road funding plan, noted the quirk and provided the information to Gongwer News Service.

It will be interesting to see how Governor Snyder fixes this.  Purchasing gasoline for your boat or ORV could become a really entertaining bureaucratic exercise. Ready for the ‘Gasoline Police’? Think of the new forms to be filled out.

CRCoM is a collection of the usual corporate interests orbiting Michigan government. Not certain why they would have ratted out this bungle to Gongwer, but it does suggest a certain degree of unease among the establishment.

We’re Still Watching

The Next Time Someone Says Coal Is Bad

Even the bureaucrats understand an electric system that is fubar.

Folks speculate all the time whether ‘renewable energy’ is plausible enough to hit 10%, 15% etc. by a certain date.  We have had our governments propose and mandate certain dates are met with minimums of electricity being provided by ambiguous, as-yet-to-be-discovered sources to the point where our eyes bleed.

However, in the mean time, it seems someone is taking notice of the insufficient resources that only ‘magically clean’ will provide.  The Michigan Public Service Commission (MPSC) has somehow looked beyond the fools in Michigan’s political theater to address a looming reality. They are starting to actually ask the important questions.

And they are probably just starting to realize, our electric capacity is on borrowed time:
