Perhaps the AG’s office could help? 9 and 10 news is reporting that the declarative act that has destroyed family farms and livelihoods in Michigan, is both Null and Void. In fact it is unconstitutional.

I took on the DEQ (big sis) to DNR a few years back. I was finally advised by the lawyer I had retained that DEQ has all the money it needs to fight me until hell freezes over. Unfortunately, whomever the creep(s) are that ordered the assault upon these citizens will not be the ones to make it right.
Four gottdamn years of this nonsense, and what is the outcome? A useless as tits on a boar Governerd was exposed as the crony capitalist mega-farmers best ally, and a gaggle of shysters on both sides got rich at the expense of the taxpayer.
Oh! And, let's not also forget the Nerd created an affirmative action "placemaking" Czar for bankrupt non-bailout bailout Detoilet.

The DNR does a lot of really good work around the State of Michigan and I support their efforts wholeheartedly on most issues...
I always buy hunting and fishing licenses whether I use them or not to support the efforts of the DNR.
I do not know where they got off track on this particular issue but, it needs to be deeply looked into as to not tarnish the rest of the good work that they do.

The issue started back in the Granholm administration. Parks and Rec guy Rodney Stokes was in charge.
Strangely, the Snyder admin didn't put a damper on his persecution of land owners and farms but rewarded him with a bigger hammer.
