    Welcome to Scoop!

To help you figure things out, there is a Scoop Admin Guide which can hopefully answer most of your questions.

    Some tips:

    • Most of the layout is changed in "Blocks", found in the admin tools menu
    • Features can be turned on and off, and configured, in "Site Controls" in the admin tools menu
    • Stories have an "edit" link right beside the "Full Story" link on an index page, and right beside the "Post a Comment" link on the full story page. They can also be edited by clicking the story title in the "Story List" admin tool
    • Boxes are what allow you to write new features for Scoop; they require a knowledge of the perl programming language to work with effectively, although you can often make small changes without knowing much perl. If you would like a feature added but cannot program it yourself, ScoopHost does custom Scoop programming as one of its services.
    • If you aren't sure where to look for a particular feature or piece of display, try the "Search Admin Tools" link in the admin tools menu.

    Because Leopards Change Their Spots

Germans have the coolest words for such things involving the Rick Snyder experiment.  For example, take the self-invented Nerd persona's selection for state Treasurer.

    Pure Schadenfreude.

Dillon has acknowledged a bout with alcoholism while being the governor's point man for handling financially distressed cities and school districts.

But now the Wayne County Prosecutor's Office is considering a domestic assault charge against Dillon stemming from a July 13 confrontation with his ex-wife, Carol Owens-Dillon, at their Redford Township home.

Dillon, a former Democratic speaker of the state House of Representatives, and the Snyder administration are not answering questions about his alleged actions.

"We do not believe it is appropriate to respond to speculation," Snyder spokesman Dave Murray said Tuesday in a statement. "Gov. Snyder believes Treasurer Dillon is doing a good job on behalf of the people of Michigan."

Again, zero transparency from Rick Snyder.  Sure Dave Murray, we little people "believe" you too.  Just try boozing as a "point man" in the Private Sector, and see how long it takes to be shown the door.  And, this is a so-called Executive's decision?  Amazing.  Fact remains that Rick Snyder owns that appointment, and isn't man enough to deal with his can of worms - but, he'll have to before long.  There's more...

"Treasurer Dillon is in the office and on the job every day, working diligently as always for the people of the State of Michigan," spokesman Terry Stanton said in an email. "Any personal issues he is working through have not, in any way, affected his performance as State Treasurer."

12 years of taxpayer funded professional turd polishing just can't be wrong, yes?  Survey says...

A Wayne County Family Court judge has issued a mutual restraining order against Dillon and his ex-wife after they filed competing personal protection orders against each other.

The acrimony stems from a July 13 incident at the Dillon residence in Redford Township where Carol Owens-Dillon alleges her ex-husband hired a tow truck driver to break into a vehicle she was driving that contained her divorce files. In court records, Owens-Dillon claims she had "racially-charged text messages" in the file that she intended to deliver to Snyder.

D'oh!  Really.  Who could've foreseen the years of dysfunction that Andy Dillon, would bring to an alleged Republican administration?  Hmmm, I wonder...

"You've heard of the bridge to nowhere?  Welcome to the jail for no one."

Told ya.  You're getting warmer, Ross.  However, that jail for no one will be gobbled up by Dan Gilbert for pennies on the dollar.

And, you've got a whole gaggle of MI-GOP bootlickers who watched Rakolta line his pockets, main one being, the State AG.  Next question would reasonably be, what did the wife of former State AG (Commissioner Laura Cox) know, and when did she know it?

And WHOM Runs The Michigan Treasury?

A couple of years ago, one writer opined that Andy Dillon might actually give up a cushy job and make a run for governor.

In the bizzarro world state that we live in, it might soon be even more true.  Surprising as it might be, Andy Dillon might actually shed the comfort of a fat bureaucratic job for the gold fringe executive seat. And it might work. Not because Dillon is better, but because he is undermining the governor's better efforts with punitive management of the treasury.

The treasury department is the enforcement arm of Michigan's revenue collections. And true to the progressive mindset that you not only do-not-own what you think, he manages that way.  Its bad enough to be PERSONALLY LIABLE for actions of an entire department you manage, but to carry that liability  for decisions made prior to your own involvement?  Charles Owens reports:

"In the majority of states, personal liability statutes have required that the responsible person be employed in a tax-supervisory position with the company during the time that the person's company failed to pay the government. However, Michigan's Treasury is departing from this body of law. Treasury now extends its assessments to persons not employed by the tax liable entity or were not employed during the time period in which the tax was not paid. That is, the state Treasury is now assessing persons for tax debts that arose before the person was employed by the company. It is assessing persons that were members of other holding companies that invested in the tax liable company - and had no hand in day-to-day operations. Treasury is assessing persons for debts which arose after they left the company. No other government jurisdiction practices such an expansive assessment."
    Nope..  Just Michigan.

And before someone says "Hey, Andy can be tied to this. Its HIS department after all", I would suggest we find some precedent setting moment in time.  You know, some point in history where 'the buck actually stopped there.' This is SNYDER'S problem, and will be, no matter who makes the primary calls.

    Right?

Wolves in the Hen house.  All the best PR efforts, crony payoffs, Pure hogwash, and diplomacy doesn't matter if its undermined by the fiscal weapons of choice wielded by an abusive government and the lackeys therein.

    Detroit News

Branch President Rev. Wendell Anthony said there is no way an emergency financial manager can come in over the next 18 months and fix problems that have taken 50 to 100 years to develop.

"It is important for Governor Rick Snyder to recognize that once you come into Detroit with the hammer of an emergency manager, you, too, own it,"

Who in the Hell in their right mind would want that?  Their coveted Obamessiah isn't sending them any bacon.  It's time for Lansing to stop scratching Ilitch's, Penske's, and Gilbert's back with the rest of the states tax dollars, too.

Send LBJ's resulting "Model Cities" Detoilet to bankruptcy.

Who is this paleface Irish turd trying to fool?  Try remembering July 27, 2004

If approved by U.S. District Judge Paul Borman, McCann, of Livonia, faces six to 12 months in prison and up to a $20,000 fine.

McCann was indicted in November on charges of improperly using a federal grant to pay two interns to secretly build a database of Democratic Party donors. They performed an estimated 758 hours of political work while on the county's payroll in 2001, the county contended.

In November 2002, the FBI and Michigan State Police seized thousands of documents from McNamara's county office and the campaign office of McCann's former boss, then-Wayne County Prosecutor Michael Duggan, in a raid. Duggan is now head of the Detroit Medical Center.

Nice of then AG Granholm, to stall for her corrupt Wayne County friends, yes?

I Think That's Illegal - Sheriff Benny Napoleon

Or, Looters gotta Loot... via The Detroit News

State Treasury officials may soon assume greater oversight of Wayne County's teetering finances.

State Treasurer Andy Dillon met with county officials this week and laid out a carrot-and-stick plan: If the county wants to continue using the state to float some $90 million in bonds each year, all county departments must agree to issue monthly spending reports to the state and County Commission.

The plan works like an allowance. If officials go over budget, the County Commission could deduct the overages from budgets the next month -- or take control of their finances, Sheriff Benny Napoleon said.

"I think that's illegal," said Napoleon, who met Thursday with Dillon.

    More

Based upon what Sheriff Napoleon will tie his name to, and what 68% of Detroit voters sent to Lansing, what possibly could go wrong?   And, when it comes to former Speaker Dillon, feigning to rein in corruption of his crony Wayne County Democratic Party friends, let's give him a big Handy...

Irony now sMiles at your State Treasurer pick, Governerd.
