    Some tips:

    • Most of the layout is changed in "Blocks", found in the admin tools menu
    • Features can be turned on and off, and configured, in "Site Controls" in the admin tools menu
    • Stories have an "edit" link right beside the "Full Story" link on an index page, and right beside the "Post a Comment" link on the full story page. They can also be edited by clicking the story title in the "Story List" admin tool
    • Boxes are what allow you to write new features for Scoop; they require a knowledge of the perl programming language to work with effectively, although you can often make small changes without knowing much perl. If you would like a feature added but cannot program it yourself, ScoopHost does custom Scoop programming as one of its services.
    • If you aren't sure where to look for a particular feature or piece of display, try the "Search Admin Tools" link in the admin tools menu.

    The recent launch of the Michigan Conservative Energy Forum comes as Gov. Rick Snyder and legislators consider updating Michigan's electricity law in 2014 or 2015.

    Group executive director Larry Ward [yes, this Larry Ward] says the organization supports an "all-of-the-above" [Coal? Not so much] energy policy. He says it's time for Republicans to lead on energy policy.

    Michigan law sets a 10 percent renewable power standard that must be met by the end of 2015. A recent report to Snyder says 15 percent renewable electricity in 2020 and 30 percent in 2035 are achievable. [need a Prop 3 Reminder?]

    Or, howza 'bout this Snyder reminder? The MCEF... what despicable ad nauseam. His Word is to "subdue earth, have command over it, eat its critters, and have a few bonfires or be swallowed by earth" not to go breaking out knee pads and fellate it on Pelosi's Sofa.

    A Message To Our Legislators - Beware False Choices

    Strangely, it seems Google has algorithms that remove opposition to complete streets A21 type legislation to the end of the results.

    Too bad.  There is so much to say that addresses the broad based policies that complete streets encompasses. So much that brings an appropriate negative light on the issue and its implementation.  Roundabouts, suicide bike lanes (like the one in the video of the last story), spending large sums of money for rural areas where only the transient bike through (tour bikers) might use, and perhaps even other reasons like private property.

    Silly stuff like that.

    In fact, we have one of those bike lanes in Traverse City.  The bicyclist is broken away from the right shoulder, and directed into the left turn where the lane abruptly ends (no warning) forcing the automobile into the bicycle, or mating them inappropriately. Somehow, no one has yet died on the corner, though some close calls have occurred.  I suppose the smarter cyclists avoid it, which would explain why I never see anyone using the bought and paid for streetscape as planned.

    So imagine the excitement in finding out the Grand Vision folks up here (A21 implementation team) were sponsoring a traveling road show to each of the rural townships.  The effort of course, was to have neat little picture show, and included in the packet of trustees would be a ready made resolution in support of 'Complete Streets'.  Ready to serve; just add moronicide.

    In my own township, I didn't see it making much sense, so I prepared a statement.

    While we all await the Governerd's State of the State address focusing on infrastructure, I just happened to come across another gas tax scam the Feds are toying with again, via The Examiner

    An on-again, off-again move by the Obama administration to scrap the federal gas tax in favor of a pay-per-mile fee would boost the tab to Americans as high as 250 percent, raising their current tax of 18.4 cents a gallon to as high as 46 cents, according to a new government study.

    But without a tax increase, said the Government Accountability Office study, the government's highway fund is going to go dry.

    Open Thread - Unfunded Mandates

    The Michigan house recently passed HB 6151.  Complete streets.  It requires a particular TOP DOWN approach to local roads and planning for streets and roads to make them "livable."

    If I read this correctly, its ONE way that the legislature would require local road commissions and municipalities to spend on things they might not otherwise.  It also will likely leave the funding mechanism to the local governments to handle as well.
    So rather that FIX certain roads, some will be left to fall apart because the repair or renovation will require more spent on the process than is available to the local government.

    This is my example..  Whats yours?  What is your favorite unfunded directive from Lansing?  In what ways are the Lansing critters bankrupting YOUR local government?
