From the freep this morning: State to take over Pontiac's finances. Signaling the city of Pontiac is on the edge of financial chaos, Gov. Jennifer Granholm has notified the mayor that a state-appointed financial manager will be taking over.Looks like Pontiac has the condition they caught from a nearby city - Detroitus incompititus. It's a nasty bug too. There are clear symptoms: But Michigan's Treasury Department during reviews of Pontiac's finances found the city consistently spent more money than came in to city coffers and the mayor and council have not been able to agree on how to resolve the city's budget issues, the governor said.Plus this: "The Review Team is somewhat concerned by what it perceives as a lack of urgency on the part of City officials in addressing in a meaningful manner the City's serious financial problem"Plus this: City officials could not be reached for commentClear symptoms. We'll see what a state in a budget hole due to asimilar strain of overspending can do for a city in a budget hole because of the same. Congressmen Schauer and Peters let us down but at least there are a few lawmakers from Michigan who aren't plumb out of their minds. Congressman and potential 2010 Gubernatorial candidate Mike Rogers, for instance.

I've been sitting here trying to imagine what State Senator John Gleason might say if asked what he thought about the continued House Democrat obstruction of the long-since transferred, overwhelmingly bi-partisan Senate Bill 1, a Michigan economic stimulus bill that pumps $1.235 billion into the local economy over the next three fiscal years.
The man proved earlier this week that he has a flair for hyperbolic buffoonery so I'm convinced it'd be pretty fantastic. "Andy Dillon and the Democratic majority in the House are doing one heck of a FEMA impersonation while Michigan undergoes its own economic Katrina." Or something like that. Alas, local job makers aren't waiting on their economic rooftops for tragically late government intervention... they're just packing their bags and leaving the state. Today we reach Day 21, three full weeks after an overwhelmingly bi-partisan majority of the Michigan State Senate (one-third of the Democrats joined every Republican) came together to approve a spending-free stimulus plan that returns $1.235 billion to local businesses... Michigan companies creating Michigan jobs. Senate Bill 1 repeals the hated, job-killing MBT surcharge, not only stimulating the economy with a massive infusion of desperately needed capital, but sending an even more desperately needed signal to the business community that Michigan is finally ready to make some tough decisions and to step out of the economic dark ages. The Democrat controlled House and Speaker Andy Dillon specifically, haven't bothered to even give the bill a hearing. Twenty-one days. And the question isn't how soon will they give common sense, bipartisan legislation a hearing and a vote... it remains, how long will they continue to ignore the devastating economic reality gripping their own constituents? So this is the Granholm-Cherry administration's definition of a pared down budget that reflects tough decisions, eh? The team that's helmed this ship into the highest unemployment rate in the nation saw a $1.6 billion budget deficit and their answer?
A) Spend more than a half-billion dollars of one-time only federal stimulus funds, designed to create jobs and kick-start the economy, to instead erase bureaucratic red ink and B) Increase overall spending!!! Because that won't create a massive new structural budget hole that'll need filling in the future. Noooooooo. Here is a history of Michigan's state government budgets during the Granholm-Cherry administration's time at the helm. 2003 Total Budget: $38,546,223,200 2004 Total Budget: $39,236,530,900 2005 Total Budget: $40,224,217,400 2006 Total Budget: $41,672,547,100 2007 Total Budget: $42,791,804,000 2008 Total Budget: $43,827,383,200 2009 Total Budget: $44,200,000,000 Don't need to be a rocket scientist (apologies to Congressman Ehlers) to notice that those numbers have gone up pretty significantly. Are there cuts in this budget? You bet. The Governor wants to fire 1,500 government employees, cuts funding for schools by $59 per kid and slashes higher ed funding by $100 million. And STILL the overall budget increases by nearly $400,000,000... in the face of a $1.6 billion short fall! With a half-billion in one-time stimulus spending used to erase red ink. The stimulus bill President Obama and nearly all Democrat Senators and all Democrat Representatives want to ram down our throats has other names, more appropriate names. Rush Limbaugh has called it the Porkulus Bill, referring to it's massive amount of earmarks. Senator Tom Coburn has another name for it, The Generational Theft Act.

Any number of reasons last night's State of the State address didn't even bother addressing the real problem afflicting Michigan's prospects for job creation and economic recovery. Tops on the list, though, may very well have been the Governor's effort to give her allies in the Democrat controlled Michigan House a bit of political cover.
If Michigan's tax and regulatory structure continues to drive small, medium and big businesses, from mom-and-pops to major manufacturers, scurrying for the borders then it only stands to reason that we address Michigan's tax and regulatory structure. On the same token, we've heard from the Governor and a seemingly unending parade of Democrats at the federal level these last few weeks, each of them insisting that Congress pass the Pelosi stimulus package because it gives billions of dollars to job makers, allowing them to invest that money and grow the economy. An overwhelmingly bi-partisan majority of the Michigan State Senate (one-third of the Democrats joined every Republican) beat Congress to the punch and did them one better last week, passing a spending-free stimulus plan that gives $1.235 billion to local businesses...
