    There is always the portion of students that just don't want to be there, but are legally required to attend. I mean the ones who don't want to learn, parents don't care, are not teachable, and disrupt things for those that are. Private schools can just kick them out. Is it legal to divert them to some sort of work farm (learn to dig potatoes if you don't want to learn math), or similar holding pen? If public schools have no way to deal with these people, or there are no public schools, what is the alternative? Just let them run free?
