      You cannot apply your reasoning to fathers in the DPS district.  There may be a few good ones but for the most part the scum that is planting their seeds in Detroit proper are not interested in parenting time.  They only serve to increase welfare payments to an already impoverished and uneducated female population.  

      And it has been going on for generations.  It is ingrained in their minds and souls.  You are talking about a whole population of a major city.  Do you really think that giving the scum/felons/deadbeats a chance to "parent" their children is going to change these kids?  You are dilusional.  For the most part all these kids represent to their "parents" is a paycheck for bad behavior.  Sad but true.
