    again, having 15% and soon 20% of our population paying nothing; and them wanting something done to keep their kids and grandkids here in MI...well, we dealt with both of those issues.  As a CPA, I've found that most seniors didn't understand why they were getting the exemption (it only kicked in in the mid-90s) anyway.

    Also, one-time fixes is what Lansing had done for too long.  And new plan is partially out of respect for the governor's interest in simple, fair, efficient drive -- yeah, the phase in is a tad messy, but gets us to simple, fair, efficient in short order.

    and as the phase in, phases out, the revenues will be more than what next year's $ from the tax on all "tax deferred income" (401ks were already taxed).
