There is an interesting contrast and relative hypocrisy to this type of direct reward.  

The State has decided that it cannot afford to fund the Pure Michigan campaign which theoretically benefits an entire industry (tourism) and has a side effect of making business owners think this is a good place to set up.

It's not something the pure conservative thinks government should be doing, but it it far more acceptable because it has an OVERALL help full effect.  It is a "general welfare" type of tool versus an industry specific or more targeted tool.
