      The trouble with merging the two Detroit districts together is that it would likely run afoul of the Voting Rights Act.  This act protects requires the creation of black-majority districts when possible and stops them from being dismatled.  Both of the Detroit-based districts will have to expand into the current surrounding districts, most likely those of Dingell and McCotter.

      Carving up Peters' district is the obvious choice because there aren't that many democrats to distribute to the surrounding districts.  You can basically give all the democratic areas to Sander Levin and add the rest to Republican districts.
