    I wrote in my comment the word "passed" not "implemented". Passage occurred in December of '09 and yes, you are correct, it was implemented May 1, 2010. From that legislative passage date to the present has been almost a year. IMHO, where I'm at in Michigan, we've had some significant additional degradation to our economy /employment from that point. It was from the passage date that some business, a few owners I personally know, geared up for compliance. They went into remodeling and smoke cleaning of their premises and a couple that we frequent actually complied at the passage of the New Year not waiting for May, 1. Perhaps I was a bit strong in using the word "dramatically".
