. . . good answer. Also note that the prebate isn't as complicated as our opponents may wish to make it. There are a grand total of two requirements to qualify for the prebate:

Be an adult
Be a legal resident of Michigan

Thus, one critical element of the prebate is that it is deliberately designed to deny benefits to the illegal alien population of this state. But anyone who meets those two requirements, regardless of income level, gets the prebate check . . . period. Even though everyone meeting those requirements gets it, the poverty-level and blue-collar families will benefit most, as Jason has already pointed out.
