. . . who doesn't benefit from the prebate. (We have to have a way to disincentivize illegal aliens.)

Also, the prebate is intended to protect the poor in their purchases of necessities. (Both Moses and Jesus agree that the poor will always be with us, and all societies are judged in part by how the poor are treated.) This is because we will now be adding sales tax to everything that is now purchased at retail, including groceries, services, and prescription meds.

While $85 per month may be pocket change to Dick DeVos, for someone like me that's either another grocery run or two more tanks of gas (both of which I can put to good use). And I'd bet a year's pay against a doughnut hole that everyone else who's either living at or below the poverty line, or who's living on a blue-collar wage, will give very nearly the same answer.
