    To help you figure things out, there is a Scoop Admin Guide which can hopefully answer most of your questions.

    Some tips:

    • Most of the layout is changed in "Blocks", found in the admin tools menu
    • Features can be turned on and off, and configured, in "Site Controls" in the admin tools menu
    • Stories have an "edit" link right beside the "Full Story" link on an index page, and right beside the "Post a Comment" link on the full story page. They can also be edited by clicking the story title in the "Story List" admin tool
    • Boxes are what allow you to write new features for Scoop; they require a knowledge of the perl programming language to work with effectively, although you can often make small changes without knowing much perl. If you would like a feature added but cannot program it yourself, ScoopHost does custom Scoop programming as one of its services.
    • If you aren't sure where to look for a particular feature or piece of display, try the "Search Admin Tools" link in the admin tools menu.

    The following Michigan utilities filed notices of intent to participate and included meter counts:

    Alger Delta Cooperative Electric Association, Bay City Electric Light & Power, Chelsea Electric Department, Cherryland Electric Cooperative, City of Marshall Electric Department, City of Negaunee Electric Department, City of Norway Electric Department, City of Petoskey, City of St. Louis, Consumers Energy Company, DTE Electric Company, Hillsdale Board of Public Works, Indiana Michigan Power Company, Lowell Light and Power, Newberry Water & Light Board, Niles Utility Department, Northern States Power Company, Presque Isle Electric and Gas Co-op, Thumb Electric Cooperative, Union City, Village of Baraga, and Village of Clinton.

    (The City of Croswell, Bayfield Electric Cooperative, and HomeWorks Tri-County Electric Cooperative (which had previously indicated their intent to opt in) filed elections to opt out.)

    Today's order directs all utilities that have opted-out of the collection of the surcharge not to shut off service to any residential customer from Nov. 1 through April 15, 2014, for nonpayment of a delinquent account.

    Ah yes, the force of government in action.

    The MPSC is an agency within the Department of Licensing and Regulatory Affairs.

    LANSING, Mich. - Gov. Rick Snyder today signed a bill to create a fund for low income energy assistance in Michigan.

    "This is an important bill that will provide a long-term solution to help Michigan's most vulnerable citizens with their home energy and heating needs," "From each according to his ability, to each according to his needs!," Snyder said.

    Senate Bill 284, sponsored by state Sen. Mike Nofs (public sector union pensioned LEO), creates the Low Income Energy Assistance Fund (LIEAF). It authorizes the Public Service Commission to raise up to $50 million for low income energy assistance in Michigan. An additional $10 million from federal funds debt borrowing ChiCom monies exchanged for our natural resources, technology, and real estate for heating assistance will be put into LIEAF to ensure the program can reach Michiganders statewide.  LIEAF replaces the Vulnerable Household Warmth Fund, which expired in 2012.

    SB 284 is now Public Act 95 of 2013.

    Any of you been keeping an eye on some of the sneaky tax/fee hikes happening in Lansing?

    HB 4665: Eileen Kowall-r  - to extend the "temporary" 71.4% tipping fee hike from 2011 = PASSED by House MI-GOP (Thank you for your lone Republican NO vote, Rep. Nesbitt)

    HB 4668: Jon Bumstead-r  - Hunting and Fishing tax hike... 106.6% increase for resident deer license, and basic fishing license 73.3% increase = unanimously PASSED by House MI-GOP

    HB 4669: Jon Bumstead-r  - annual ORV sticker 61.5% tax hike, and if wanting to use state trails, make it a 123% tax hike = unanimously PASSED by House MI-GOP

    Seriously, what the Hell is the point of voting Republican?  Just so one can say they didn't vote Democrat?  That's real intelligent.  I'm tellin' ya, the Republican Majority in Lansing, are Professional Grade Bandits.  No bullsh!t.
