    The equation assumes that there exists an ideal method to provide public education at a level we find acceptable, and that there is an ideal way to pay for it, even if we do not know them. Under these assumptions, the only unaccounted waste comes when the government level of funding is greater than the necessary expenditures to provide that level of education, in which case the logical thing to do is simply cut the unnecessary government spending.

    I'm not inclined to agree with your comment that most economists are frauds, but that's another debate entirely.
