To help you figure things out, there is a Scoop Admin Guide which can hopefully answer most of your questions.

Some tips:

Most of the layout is changed in "Blocks", found in the admin tools menu
Features can be turned on and off, and configured, in "Site Controls" in the admin tools menu
Stories have an "edit" link right beside the "Full Story" link on an index page, and right beside the "Post a Comment" link on the full story page. They can also be edited by clicking the story title in the "Story List" admin tool
Boxes are what allow you to write new features for Scoop; they require a knowledge of the perl programming language to work with effectively, although you can often make small changes without knowing much perl. If you would like a feature added but cannot program it yourself, ScoopHost does custom Scoop programming as one of its services.
If you aren't sure where to look for a particular feature or piece of display, try the "Search Admin Tools" link in the admin tools menu.

Oh, and coincidentally..

There have been recalls in the past on automotive products. There have also been lawsuits. I don't recall the FBI raiding a Michigan business on the basis of a recall investigation:

Warrants were served late Tuesday on the Detroit-area offices of three Japanese parts suppliers: Denso International America, Yazaki North America and Tokai Rika, also known as Tram, the Federal Bureau of Investigation said.
"This is not related to the investigation into Toyota recalls," Denso spokeswoman Bridgette LaRose Gollinger told AFP.
The Detroit-area headquarters of Denso's US subsidiary was "inspected" by the FBI and the US Justice Department "in regard to US antitrust laws," Gollinger wrote in an e-mail.
Denso "is cooperating with this investigation," Gollinger said, adding "we cannot comment on information related to the inspection."

OK.. hmm perhaps we take a look at the facts.. Toyota has fought the UAW tooth and nail while developing its manufacturing structure here.. Two of the big three were failing as a result of the unions and poor management(capitulation with the unions) and government bought and paid for by the unions (Democrats..).. The government steps in and "saves" the carmakers from bankruptcy, with the end result of the unions owning a significant share of those two, and the "federal government owning the other parts, and then Toyota's unfortunate defects turn up....

Nah.. really nothing but a coincidence.
