An upbeat Gov. Rick Snyder said Wednesday that there might be "shovels in the ground" for the New International Trade Crossing bridge project within two to six months.

But Ken Silfven, Snyder's deputy press secretary, later clarified, saying the governor was using "two to six months" as a metaphor for receiving the U.S. Presidential Permit needed for the project to proceed. Actual construction might begin in two to three years.

OK, by force of government, you got your bully pulpit way, Snyder.  Congratulations.  Thus, provides a perfect time for some much needed levity.

An American economist traveled to China to observe a canal project. The Chinese delegation showed him the plans and the model of everything that would be built along this new masterpiece. When they traveled out to the worksite, the economist was aghast at what he saw. The men were all using hand tools such as shovels, pick axes, and wheelbarrows.

The American economist asked the leader of the Chinese delegation, "Why on Earth are your people using hand tools? Why are there no bulldozers or other modern equipment?"

The leader of the delegation stood up straight and replied, "If we used that type of equipment, all of these men would lose their jobs in a couple of months."

The economist rubbed his chin in thought and then smiled, "Oh, it's a jobs program. Why don't you take away their shovels and give them spoons?"

According to the piece, "To counter the severe slump in European sales, (Fiat CEO Sergio) Marchionne is considering building Chrysler models in Italy, including Jeeps, for export to North America. The Italian government is evaluating tax rebates on export goods to help Fiat. Marchionne may announce details of his plan as soon as Oct. 30, the people said."

So, let's be real clear here, we are talking about vehicles that will be built in Italy and exported to America. The evidence is clear that Fiat is looking at ways to move production of vehicles from the US to elsewhere, whether it be China or Italy, costing American jobs. This is becoming indisputable, despite outcries from certain parties to the contrary.

The Michigan Republican Party on Tuesday pulled a cable TV ad that bashes Detroit while touting Oakland County's GOP.

County Executive L. Brooks Patterson saw the 34-second ad and asked state GOP Chairman Bobby Schostak on Tuesday to pull it, saying it was unnecessarily negative.

Patterson, who is undergoing rehabilitation for injuries suffered in a car crash, received a resounding no, spokesman Bill Mullan said.

"I've always run political campaigns built on positive messages. My campaign has asked the independent entity that produced this ad to take it down, but they've refused," Patterson said in a statement on Tuesday. "Detroit has its challenges. But my administration has always tried to be part of the solution."

Huawei, a global Chinese telecommunications equipment manufacturer already doing limited business in the U.S., poses a threat to national and corporate security say members of the U.S. House Permanent Select Committee on Intelligence. Those congressmen speak to Steve Kroft for a 60 Minutes investigation to be broadcast Sunday, Oct. 7 at 7:30 p.m. ET and 7:00 p.m. PT.

The world's largest maker of telecommunications equipment has been under investigation for the past year by the committee, which will issue its report on the Chinese company on Monday. The committee's chair, Rep. Mike Rogers (R-Mich.), tells Kroft, "If I were an American company today...and you are looking at Huawei, I would find another vendor if you care about your intellectual property, if you care about your consumers' privacy, and you care about the national security of the United States of America."

The Republican governor and former business executive will lead a nine-person delegation from Tuesday through Sept. 27 to boost trade, tourism and investment between China and Michigan. The 10-day, 18,000-mile trip includes stops in Shanghai and the provincial capitals of Hangzhou, Wuhan, Guiyang and Chengdu, according to Snyder's office.

Separately, the MEDC is taking representatives from 21 Michigan companies - including 15 from Metro Detroit - to China on Monday for a 10-day, six-city tour to market Michigan-made automotive, consumer and food products to Chinese customers and distributors. Snyder's trip follows a September 2011 trade mission to China, South Korea and Japan. He credits that trip with leading to economic developments, including the expansion of Hyundai America Technical Center Inc. near Ann Arbor and a major investment in the Chinese-backed Nexteer Automotive facility near Saginaw.

On the relationship building front, Snyder plans to rekindle a 30-year sister link between Michigan and the Sichuan province "that hasn't been as active as it should be." He also will see what develops from Pure Michigan advertisements translated for a Chinese website.

With economic analysts predicting Chinese companies may make $1 trillion in foreign investments by 2020, Snyder and the MEDC will stress to Chinese investors "Michigan is well suited to be a home for some of those investments," Wurfel said.

Transportation Secretary Ray LaHood met with Gov. Rick Snyder and the state Senate Republican leader Tuesday on the long-stalled regional transit authority.

LaHood praised the meeting with Sen. Majority Leader Randy Richardville and said progress was being made. He said he planned to meet with the state House Speaker Jase Bolger early next month.

"I believe within the next month or so we will be able to make some announcements and we're making a lot of progress and I things are moving in the right direction," LaHood said.

In February 2010, the Transportation Department awarded $25 million for Detroit light rail as part of a 9.3-mile, $500 million project that was to travel up Woodward to Eight Mile.
