Due to the short amount of time between the county and state conventions, information packets will NOT be mailed to state convention delegates. PLEASE DISTRIBUTE all necessary information (forms provided) to convention delegates at your County Convention. We will email convention information following the county conventions. Thus says the cover memo of the May 2012 Convention Packet e-mailed out from the Michigan Republican Party, back in March, to the County Chairs & Secretaries. Of particular interest should be Enclosures 14, 15, and 16:
The delegates and alternates to the State Convention shall caucus in fourteen (14) congressional district caucuses to be held at 7:00pm on Friday, May 18th, 2012, in the City of Detroit for the following purposes of:
Each congressional district caucus report shall list the names and mailing addresses of the Convention Vice Chairperson, Assistant Secretary, and the two members of the Rules Committee. By order of the Michigan Republican State Committee as set forth in the Rules for the Selection of Delegates and Alternates to the 2012 Republican County, State, and National Conventions.
The Michigan Republican State Committee directs that the State Convention of the delegated representatives of the Republican Party of Michigan shall be held in the City of Detroit, on Saturday, May 19, 2012, at 9:00 a.m. Local Time, for the following purposes:

Of course, that really doesn't mention much about what the actual agenda is for either the District Caucuses or the State Convention, so I did some digging into the Republican Party of Michigan Rules for Selection of Delegates and Alternates to the 2012 Republican County, State, and National Conventions. Exhibit "B" of that document is interesting, as it goes into considerable detail (28 individual rules) as to how the business of the State Convention is to be conducted. Of particular interest is Rule # 27, the business agenda of the convention:
It looks all nice and tidy on paper, but if you take the time to do a bit of reading between the lines of the rules themselves, you can see where the state party establishment has rigged it, ever so subtly, to ensure that their grip on power is not going to be seriously threatened. The State Convention Delegate Packet Cover Letter that was sent out last Friday, along with the attached State Convention Delegate Packet, has me (and others) wondering just what the hell state party's intentions are:
We have heard rumors of folks wanting to attend Convention for the purposes of disrupting the proceedings in both the District Caucuses & the General Session. While we welcome healthy and open debates among our delegates, we will not tolerate outbursts designed to create chaos and cause a disruption. Please carefully review the following language regarding access to the Convention. Now maybe, just maybe, I'm being a tad over-sensitive, but given all of the shenanigans that the MIGOP has already demonstrated that they're capable of and willing to pull, I think that reading this letter with a suspicious eye is justified. For starters, what rumors, how credible are they, who heard them, and about whom? Who is defining the threshold of "disorderly behavior" and when does it cross the line from "healthy and open debate"? What security measures will be in place and how will they be enforced (and specifically who will be doing the searching and what will they be looking for)? In other words, the state party seems to be indicating that they would really prefer to avoid the public embarrassment of a convention that doesn't go according to script . . . their script. Evidently, the MIGOP executive "leadership" has a problem dealing with the natural consequences of them not actively cultivating the trust and respect of the very people that they claim to need every time an election year rolls around.
