    Gieleghem Riding Roughshod Over Macomb Republicans

    Newly elected Macomb County Commission Board Chairman Paul Gieleghem, a Clinton Township Democrat, has decided to take over the county government and run it as his own little dictatorship.  He feels that he and the other "Bonior boys" have no legal restrictions on their power and do not have to have the approval of the people, or their duly elected commissioners, when they want to make new rules or change rules to suit their needs.  They have made several back door deals and restrictive rule changes in Democratic caucuses which locked out the Republicans as well as the general public.  This is in direct violation of the The Open Meetings Act. 1976 PA 267; MCLA 15.261 et seq; MSA 4.1800(11) et seq.

    In opinion No. 5298 from then Michigan Attorney General Frank Kelly, he addressed the question of rules which forbid the full participation of minority party county commissioners in the majority party county commissioners' caucus contrary to the Open Meetings Act when such caucuses are used to discuss official county business?" It was the opinion of Mr. Kelly that "it is clear that, when members of a public body meet informally, a quorum being present, to discuss matters which will subsequently be considered by the board, the conference is a meeting of the public body that must be open to the public" and "that rules which forbid the full participation of minority party county commissioners in a majority party's county commissioners' caucus are contrary to the Open Meetings Act and  the notice provisions contained in the act are applicable to party caucuses where a quorum of the public body is to be present."

    In an election where the Democrats swept the majority of Federal, State and local offices on the platform of bi-partisinship, openness, and transparency in government, the Macomb County Dems have sure shown their true intentions.  Rule by majority, bullying and with absolutely no  consideration for the heavily conservative northern suburbs of Macomb county.
