    . . . on House Bill 4714 (2013), the Senate yesterday promptly suspended the rules and referred the bill to the Committee Of The Whole (as seen on page 15 of Senate Journal Number 58), which is effectively placing it "on the table" on the Senate floor for immediate call-up as soon as the Majority Leader has the votes necessary for passage.  Sure enough, a cursory review of Senate Calendar Number 59 shows the bill as Item # 68 under General Orders.  (F.Y.I., House Bill 4111 (2013) is Item # 23 in the same section on the same calendar.)

    I called around the Senate Republican Caucus today to get what I could on the record regarding their positions on this bill.  What I learned follows:

    • Booher, Darwin (District 35, Evart):  A voicemail left at the senator's office this morning hasn't yet been returned.  However, in a direct conversation with him Monday afternoon, he confirmed to me that he's "leaning nay" on this bill.

    • Brandenburg, Jack (District 11, Harrison Township):  He returned my call this morning to tell me personally that he's "totally opposed" to the bill, and has always opposed increased entitlements and the expansion of government generally.  As Majority Caucus Whip, he's committed to securing the votes necessary to ensure that the bill fails, and confirmed that the situation on passage "looks grim" at present (especially since the Majority Leader refuses to call the question until and unless he has at least 13 "yea" votes locked down in his own caucus).  The senator also expressed annoyance at the Campaign For Liberty's tactics in threatening him with a primary challenge should he vote other than "nay" on the bill.  He considers Mr. King's threat an insult to his personal, professional, and political integrity.

    • Calley, Brian (District n/a, Portland):  A voicemail left at the Lieutenant Governor's office this afternoon hasn't yet been returned, but I did hear news reports that Calley is cutting short his "Pure Michigan" road trip in the Upper Peninsula to come back and break a tie on a House Bill 4668 (2013), and potentially break a tie on House Bill 4714 (2013) as well.

    • Casperson, Tom (District 38, Escanaba):  A voicemail left at the senator's office this morning hasn't yet been returned, and his position on the bill is unknown at this time.

    • Caswell, Bruce (District 16, Hillsdale):  A voicemail left at the senator's office this morning hasn't yet been returned, but on Monday his staff reported to me that he's "leaning nay" on the bill, should the question be called.

    • Colbeck, Patrick (District 7, Canton):  His staff reported to me this morning that the senator's a "solid nay" vote on the bill, should the question be called.

    • Emmons, Judy (District 33, Sheridan):  Her staff reported to me that the senator is keeping her position and voting intentions on this bill to herself until further notice.

    • Green, Mike (District 31, Mayville):  His staff reported to me this morning that the senator's a "solid nay" vote on the bill, should the question be called, and that isn't expected to change anytime . . . ever.

    • Hansen, Goeff (District 34, Hart):  His staff reported to me that the senator's position and voting intentions on this bill are currently unknown, though on Monday they reported that he was "leaning yea" on concurrence.

    • Hildenbrand, Dave (District 29, Lowell):  His staff reported to me this morning that the senator's "on the fence" on this bill.

    • Hune, Joe (District 22, Hamburg):  His staff reported to me this morning that the senator's a "solid nay" vote on the bill, should the question be called.

    • Jansen, Mark (District 28, Cutlerville):  The senator's response to me was that he's "not in a place to commit yet" on this bill.

    • Jones, Rick (District 24, Grand Ledge):  The senator personally returned my call this morning and updated his position from our Monday afternoon conversation to "hell no" on the bill, should the question be called.

    • Kahn, Roger (District 32, Saginaw):  His staff reported to me this morning that the senator's a "solid yea" vote on the bill, should the question be called.

    • Kowall, Mike (District 15, White Lake):  His staff reported to me this morning the senator's reviewing the bill (which is apparently being amended in committee at this time), and will not decide his position until he has finished doing so.

    • Marleau, Jim (District 12, Lake Orion):  His staff reported to me this morning that they're unable to confirm the senator's position one way or the other at this time.

    • Meekhof, Arlan (District 30, West Olive):  A voicemail left at the senator's office this morning hasn't yet been returned, though back on Monday his staff reported to me that he's "leaning nay" on the bill.

    • Moolenaar, John (District 36, Midland):  I spoke with the senator this afternoon, and he told me that he is "opposed" to the bill, should the question be called, because he's unsure of the long-term sustainability of the program.

    • Nofs, Mike (District 19, Battle Creek):  A voicemail left at the senator's office this morning hasn't yet been returned, though his staff reported to me Monday that he's "on the fence" on this bill.

    • Pappageorge, John (District 13, Troy):  His staff reported to me that the senator's position remains unchanged from what he personally told me on Monday, that he is "officially uncommitted" until he's actually read the bill (including any amendments and substitutes), but he remains personally opposed to both ObamaCare and the Medicaid Expansion on principle.

    • Pavlov, Phil (District 25, St. Clair):  The senator personally returned my call to confirm that he is a "solid nay" vote on the bill, should the question be called.

    • Proos, John (District 21, St. Joseph):  A voicemail left at the senator's office this morning hasn't yet been returned, though he's "believed to be a nay" vote on the bill should the question be called.

    • Richardville, Randy (District 17, Monroe):  A voicemail left at the senator's office this morning hasn't yet been returned, though he's "believed to be a yea" vote on the bill, should the question be called.  He's also, according to the Lansing State Journal, intending to stick to his current practice of not calling a vote on the question without at least half of the majority caucus supporting the bill.

    • Robertson, David (District 26, Grand Blanc):  His staff couldn't confirm the senator's position on the bill, though he's "believed to be a nay" vote should the question be called.

    • Rocca, Tory (District 10, Sterling Heights):  His staff reported to me that the senator "leans nay" on the bill at present.

    • Schuitmaker, Tonya (District 20, Lawton):  Her staff reported to me that the senator is a "solid nay" vote on the bill, should the question be called.

    • Walker, Howard (District 37, Traverse City):  His staff reported to me that the senator is currently "leaning nay" on the bill.

    . . . which puts the current in-caucus whip count (not including Calley) at:

    • "Yea" (confirmed or expected):  3
    • "Uncommitted" (or unknown):  8
    • "Nay" (confirmed or expected):  15

    To Senator Richardville's credit, all indicators are that he's not going to call the question on 2013 House Bill 4714 unless he has at least 13 committed "yea" votes from his own caucus (scenario # 2 from last night's educated guessing).  However, I would be willing to bet that Lieutenant Governor Calley will be operating with no such restraint if he considers himself compelled to ascend the dais tomorrow.
