    The railroad unions brought that to a high science by requiring fireman be carried on trains years after the roads converted to disel electric. If I am not mistaken brakemen are no longer needed as the brakes for the train are applied from the cab of the engine. Yet for decades the goonions required these jobs be retained. It drove up the price of a ticket on passanger trains and freight carrying costs on freight trains.
    Nothing seems to have changed. I would bet you could find hundreds of big city governments paying people to do jobs that haven't been needed since the early twentieth century. More monuments to the stupity of the electorate.
