    Because those areas were what the founding fathers thought was important to spend the people's money on.  It doesn't change the fact that they are still socialistic principles.  But when you're spending money on only a limited amount of things, and only those things, overall, you're not a socialist.

    Anything that promotes general welfare is a socialist program.  But supporting a few socialist ideas doesn't make one a socialist.

    In order to escape calling the founding fathers socialists under your definition of 1 socialist act = a socialist, you've tried to redefine socialism to differentiate between public use and public good.  But the only difference between public use and public good is that some were laid out in the Constitution and some were not--it's a purely man-made distinction that doesn't exist in reality.  That doesn't change whether these things are used "equally" by the people; it just limits how often the founding fathers thought we should be adopting socialist principles.  The answer was not very often.
