      It seems it is not recognized by the feds until a substantial portion of the states have similar constitutional rules.

      Feeling particularly lazy, but will dig up as I can.

      Anyhow, one would think a smart person would reconcile their terms with such intent.

      You're correct, Kevin.

      In 1992, Michigan voters decided to put a limit on the terms of those serving in Congress. So did the people in Arkansas.

      What does Arkansas have to do with Michigan, you might ask?

      Well, in Arkansas, they had some busy bodies from the League of Women Voters who didn't like the outcome of that vote, namely one Bobbie Hill, and filed a court challenge to their term limit law.

      The Arkansas Supreme Court allow her to trump the majority on this on, and it went up to SCOTUS.

      The ACLU got involved, and in '95, SCOTUS in a 5-4 vote shot down that provision of the Arkansas Law, which also carried over into Michigan regarding Federal Races.

      Which is why were stuck with this mess.
