      One thing in the news article that stands out as a giant clerical OOPS:

      "Lawmakers were puzzled by the second page of the summary, which listed "changes made pursuant to the Lt. Governor's office and their deal with Democrats in the Legislature."

      Kowall said: "I've never seen anything like that before in all my tenure in the Legislature."


      That, my friends, was a 'mark-up' note that was NOT supposed to be included if I am analyzing correctly.  Someone let the cat out of the bag.
