      In my first reading of that document, I missed the section explaining that you can get pre-approved by the SOS. This mitigates my complaints significantly, as that ability makes it easy to get approved if you file in a timely fashion. However, I will say that while the regulations for the design of the petition alone aren't too extensive, there are a lot of them when you factor in all the other petitions you have to file and they are so trivial that the likelihood of human error when it comes to filling them out will result in a mistake even if the party has fulfilled all substantive legal requirements.

      Also, with regard to the tax code, I have two counter-arguments:

      1. The organization has to apply for this tax status, meaning that the organization, not the government, is proactively removing its right to make partisan speech.

      2. This is actually a good regulation because tax dollars are basically being diverted from the government to the tax-exempt organization. I'm not going to complain if the government doesn't want this money that is ostensibly charity to be used by a partisan organization.
