    Sorry, but this is one market-based idea that just doesn't work.  I owned a Golden Rule HSA a few years back.  Step one, you pay premiums for a "low cost" catastrophic care insurance plan that are so huge you have barely enough to put into the actual HSA.  Any step after that is sort of irrelevent.
