    - Prohibit state and local laws that prevent, restrict, or discourage stem cell research, future therapies, and cures.

    The way I read it (no law schooling here at all), it means that if the state were to change its mind and place restrictions, the state would not be able to. It looks like they want to be able to do what ever they want without the state having any say whatsoever. Full and unrestricted research without any interference, period.
