    Detroit - Part of an $11 million grant intended to provide business attire to 400 low-income job-seekers instead helped only two people, an audit of the city's Department of Human Services has found.

    The audit, conducted by the city's auditor general for the period from July 2009 to September 2011, found the department failed to control the operations and finances of a boutique that was to provide the clothes.

    The department did not safeguard grant funds or create an inventory for the clothing, the audit found.

    Among the most telling findings, which will be discussed today during a City Council committee meeting, is that a third-party contractor advanced $148,000 to a downtown Detroit clothing store and opened an account, but did not include the city on the account.

    At the mere drop of a hint that "free" taxpayer money is on the way they start plotting how to squander, steal, misuse and divert those funds for their own personal piggy bank.  They are entitled ya know.  They are fighting EFM because the deep corruption would probably be exposed and they don't want to be in deep do-do along side the Kwamster.

    That I have is the government's acceptance of success that ought to be an embarrassment.  Here we have auditors upset because their $11,000,000 didn't service the 400 clients it was supposed to, as if $27,500 per client-interviewee should represent a level of thriftiness the taxpayers would be proud of.

    Any reasonable audit would also have to ask this question:  when did a nice shirt, suit, tie, and shoes and socks start costing $27,500?  For a few extra grand we could buy them each a Volt.

    Yet, this would be considered success for today's bureaucrat. Two scandals here--the first one being is not reaching the bar. The second one is setting the bar criminally low to begin with.
