"The "Justice for All Fund" is an account... from which disbursements are made for expenses that are not regulated under federal or state campaign finance laws," Nickelhoff wrote.  "Because the Justice for All Fund is not a "political committee" for purposes of the Federal Election Campaign Act (FECA) or the Michigan Campaign Finance Act (MCFA), it is not subject to the reporting requirements applicable to committees under those laws.  There is no limit on the amount that can be contributed to the Justice for All Fund."

Nickelhoff also provided donors with a PowerPoint presentation explaining "How to Fund" a campaign that promises the Justice for All Fund is able to accept limitless contributions while providing "contributor privacy."  The presentation encourages donors to write checks to the secret slush fund because contributions to individual campaigns can limit the amount of contributions and require donor disclosure.

Additionally, Nickelhoff serves as the attorney for Proposal 4.  According to records filed with the Michigan Bureau of Elections, Citizens for Affordable Quality Home Care, the secretive ballot committee behind Proposal 4, also appears to be hiding campaign cash.  The Committee was formed by Treasurer Dohn Hoyle on March 2, 2012.  The most recently available campaign finance reports indicate the committee had received $1.88 million in total contributions.

Nearly all of that funding, $1.8 million, came from a clandestine organization called Home Care First, Inc., which, according to the Michigan Department of Licensing and Affairs was formed on March 6, 2012.  Home Care First's filings with the state indicate Dohn Hoyle is one of the secret group's three officers.

Hoyle and Home Care First refuse to disclose the source of their funding, though the Service Employees International Union (SEIU) stands to benefit most from the proposal, to the tune of $6 million or more a year.

Proposal 4 is a scheme to force 40,000 Michigan home health care workers, most of them family members of ill or disabled Michigan residents, to join the Service Employees International Union (SEIU).  Under the proposal, which would lock the scheme into the state's Constitution, the SEIU would be guaranteed the ability to skim dues from these unwilling family members.

According to published reports, the SEIU used the scheme to skim $6 million a year between 2006 and 2011, over $30 million, before lawmakers put an end to it.
