    ...this problem is also hitting closer to home than most people care to realize.

    I also got tipped off on a related problem a local city is having regarding their recently re-bid (long story) building maintenance contract.

    They had recently dropped a contractor who had done the work inside of city buildings for a number of years now, for a company with an unexplainable lower bid.

    The problem that they are finding out after the bid was actually awarded is the fact that very few (if any) of these new maintenance employees can actually speak English. City employees have been drawing pictures of what they need to do, to show to the janitors in order to get their work done.
