    Arthur Blackwell, not that generous!

    In March of 2005, the Architect of Michigan's one state depression, Jennifer Granholm, through the Local Emergency Financial Assistance Loan Board (ELB), appointed Arthur Blackwell II as Highland Park's Emergency Financial Manager.

    Blackwell's mission was to manage Highland Park's financial crisis and develop its tax and "revenue" base.

    State Treasurer Jay B. Rising, expressed appreciation for Blackwell's willingness to help his hometown.

    In announcing Blackwell's appointment, which will take effect when his contract is finalized, Treasurer Rising also expressed appreciation for his willingness to serve his hometown. "Art Blackwell is accepting this appointment out of the love and concern he has for Highland Park," said Treasurer Rising. "The board expects his extensive experience, in the government and business sectors, to play an important role in attracting new business opportunities to Highland Park while continuing to work toward resolution of the city's financial crisis."

    The press release cited above went on to praise Arthur Blackwell's generosity.


    As compensation for his role as Emergency Financial Manager, Mr. Blackwell has generously requested an annual salary of $1.

    Apparently, the $1 a year salary wasn't cutting it for Art.

    Yesterday, Wayne County Prosecutor, Kim Worthy charged Art with five felony counts, punishable by up to 20 years in prison.

    From The Detroit News:

    He is set for arraignment Thursday in district court in Highland Park on counts of embezzlement of $100,000 or more, embezzlement by a public official, misconduct in office, being a public officer refusing to turn over books or money, and taking public money for his own use.

    Worthy launched an investigation in April after Blackwell was fired by the state on claims he wrongly paid himself $308,000.

    "He abused his power to enrich himself," Worthy said.

    Just consider this a down payment on his next 100,000 years of public service.  Can't you see the financial benefits of getting a long term contract locked up at this price?
