If we relent and have a tax increase w/o this process, all we do is to continue funding of the status quo.  A tax increase might indeed be in our future, but I want to make sure that every corner of government has evaluated every task to make sure that it is an essential function of State government, that every employee is worth their wages, and that every procedure is the most efficient possible.
