    nThe sentence is question is this:

    "The final allocation of National Delegates to any Republican presidential candidate shall be determined by the Credentials Committee of the Michigan Republican Party, and may be appealed pursuant to Rule No. 19F of the state rules. If any interested person should have any questions regarding this Memorandum, please contact Eric Doster, Michigan Republican Party General Counsel, at 517-371-8241."

    Although this does not mention at-large (delegates) by name, I  imagine this requires no translation, but, for sake of not missing a thing, (plain meaning pertaining to delegates period) what this says, really, is that despite laying out how the delegates will be allocated in a rather detailed way, the MIGOP rules say that the Credentials Committee, at the end of it all, can just do whatever the hell they please.
