    But you're creating a law that doesn't exist.

    Randy Richardville is not bound by the laws regulating notaries because he isn't a notary.

    He is required to get a document notarized, which he did.  His mother, who is bound by the laws of notaries seems to have violated the law, but that doesn't mean that Richardville did to.

    Laws all pose a duty on someone.  You're right that a law is broken, but you can't take a duty that is imposed on a notary and twist it so it is imposed on someone who wants a document notarized.
