    The data used by MERIC to determine cost of living on a state by state basis is poor. What MERIC did was give each state a cost of living index by averaging the cost of living indices for all the municipalities that responded to a quarterly survey conducted by the Council for Community and Economic Research. This survey is designed to allow clients to compare the cost of living of individual cities, not states. The reason for this is that the response rate to this survey varies widely from state to state, fails to include a large number of sizable cities, and generally fails account for rural areas. This means that the survey is subject to a huge response bias, which is not a problem if you are using it to compare individual data points to each other (as intended), but is a problem when trying to make statistical inferences about wider trends.

    Considering that the data used to determine cost of living is poor, it follows that the statistic you are using is unreliable.
