    But, I think the operative word is "may."  Since Davis was not an incumbent before the 180-day deadline, that option is not available to him, and, if the Democrats wanted to be irretrievably cynical, they could have nominated someone else for the Davis seat, and Davis would have been out of luck and out of a job.
