    Well written article!  There are many things for which local control is appropriate (you mentioned several), but in many cases, the "local authority" ought to be no farther than my driveway.

    As much as I despise cigarette smoking, so long as it remains a legal activity, it is not my authority to tell anyone whether or not smoking should be allowed in their home or business.  If a restaurant allows smoking, I will probably choose to take my family elsewhere to eat.  Free markets tend to have a way of sorting this out.

    And when it comes to schools, the traditional reason for electing school board members was to run the school!  Today their authority has been usurped by the state and federal governments who make decrees without firsthand knowledge of what's going on, and often without providing funding--making it harder on the taxpaying citizens of the district.
