    . . . where, other than for "pre-bate" purposes, is the poverty line considered?

    You really need to quit thinking in terms of income taxation, young padawan, or you're really going to annoy your teacher.

    Seriously, quit thinking in terms of income taxation . . . whole new paradigm in play here.
