    I was actually on the phone with one of his staff twenty minutes before the announcement.  I won't relay the exact nature of that call, and doubt any one of us directly had something to do with it, but I think there was a cumulative sense of wisdom at least on the issue of how well thought through the initial decision was.

    All active bloggers here should put our thoughts down on paper for the Secretatry of the Senate's review of internet policies, so that a precise policy can be formed and made clear to staff.  From a practical perspective, I don't think IP blocking as was done here is even effective, let alone appropriate.  Anyone can use an anonymous redirecter and circumvent the IP block, and I think the behavior itself (using state resources for private political activity) should be specifically banned and punished on a case-by-case basis, and since it will be harder to catch that way the punishments should be serious.  Reading a site too is different from commenting on a site or posting to it.  

    I think the liberal sites should also be asked to give input into this policy area.  Let's ask them how they think we should protect the competing values of keeping taxpayer-funding politically neutral and protecting speech.

    The devil is in the details.  A good policy would be more able survive challenge if the details are well thought out!.
