So WHY does our governor want the new DRIC?

Questions to ask:

Who will be building it?
Who will be providing materials for it?
What is the motivation?
Why would we be building it when traffic has been down for the last few years?
Why should we believe that Michigan would not be on the hook for approaches, exits, infrastructure or any failure of the bridge fares to pay for the billions of "investment"?
