      I'll bet you could walk thru any office building owned or leased by the State of Michigan with state employees and find enough waste to COMPLETELY eliminate any budget deficits for years to come!  All of these departments have budgets and they spend every last penny whether they need to or not so they don't lose the money.  Drastically reduce that budget and they will figure out a way to cut.  Then reduce the size of Michigan's workfoce by the percentage of lost population and add 20% more to cut and we will find plenty of savings.
