House Dem Tax Hike Day 4: Simpson votes YES then bails

The board is open again on House Bill 5194, a $1.2 BILLION income tax hike on Michigan families.

Speaker Dillon is away from the chamber on a golf outing right now but that doesn't mean there isn't news to report.  It only happened for a few moments but one of the ten Dem vulnerables who's been missing and a part of our YELLOW ALERT actually voted!

Rep. Simpson cast a vote in favor of the job-killing tax hike around 12:20 this afternoon.  He's since taken his vote back off the board but his intentions at least are now clear.

    Just check out this picture!

So he voted for the tax hike before he voted against it?
I find this whole thing comical.

Since I'm in his district, I think I know where I'll be.  I could use a scenic drive up to Lansing.

"Governor Jennifer Granholm said Monday she will veto a continuation budget if it is not linked to a tax increase.  Asked at a press conference if the state can avoid default without some sort of a budget, Ms. Granholm said "We're not there yet" of the possibility of default.

"Passing just a continuation budget without a tax increase is just kicking the can down the road for another three months," she said.

The state's existing revenue structure is not enough to support the current rate of spending.

Senate Majority Leader Mike Bishop (R-Rochester) said he will push for Senate passage of a continuation budget Monday to avoid a shutdown of the government. He said time is running short to put all the details in place even if an agreement is reached soon.

Ms. Granholm also called on all members of the Legislature to "come to the center" and agree to a compromise that includes a tax increase.

The bill increasing the income tax (HB 5194) to 4.6 percent from 3.9 percent - which would provide a revenue increase of $1.1 billion a year - remains pending before the House with the voting board still open as it was for most of the weekend.  House Speaker Andy Dillon (D-Redford Twp.) and other Democrats continued their talks with individual Republicans trying to persuade at least a handful to join Democrats in getting the bill to the Senate.

Even if the House passes the bill, or other budget-balancing bills that originate in the House, Senate Secretary Carol Vivente said the constitution's five-day layover requirements means the legislation could not be voted on until Saturday.

Saturday is the Jewish holiday of atonement, Yom Kippur, and Mr. Bishop said he is consulting with Jewish members of the body to see if a session could be permissible."

to vote for the Bishop plan? The measure put forward on Saturday night was Bishop's plan. Now they claim the cuts were too "Draconian". You can't have it both ways.

There are more than two ways to have it.  Complex reform bills aren't the slash & burn you would have the public think.  But apparently, if you don't bother to consider any and wait until the 11th hour,  the Democrats can convince you it's all or nothing.  That couldn't be further from the truth.

    It's very simple (none / 0) (#12)
by NoviDemocrat on Mon Sep 17, 2007 at 06:57:40 PM EST
Democrats put up Bishop's plan and not one House Republican voted for it, some calling them "Draconian" after the same House Republicans told us that the budget could be balanced by cuts alone. They can't have it both ways.

    Novi Is Incorrect...Again (none / 0) (#13)
by jackietreehorn on Mon Sep 17, 2007 at 07:03:21 PM EST
Bishop never had a plan to do what the House Dems put up.  They took SFA's Directors list and made a bill out of it and called it "Bishop's Plan".  Clearly Novi wasn't at the presentation Gary Olson made, or else he would know how factually incorrect his comment was.

    10 Democrats not voting. Period. (none / 0) (#14)
by Nick on Mon Sep 17, 2007 at 07:04:02 PM EST
Governor says without a budget she'll shutdown essential services.  10 Dems could move a budget.

    Apparently they'd rather shutdown government.

Democrats across the state should stop playing politics with peoples jobs, lives and families.

1 MILLION people right now have NO representation in the House.  Time for that to change, one way or the other.

    Bishop's Plan (1.00 / 2) (#15)
by NoviDemocrat on Mon Sep 17, 2007 at 07:11:04 PM EST
"Bishop never had a plan to do what the House Dems put up."

Wrong. It says right in the SFA report, Senator Bishop's plan. Every element of his plan was included in the proposal brought forward.

As for the rest, please fill us in on what cuts Republicans would have supported? Where are they? Your side has claimed that the budget can be balanced with cuts alone. Where are they?

"Did Bishop's plan have revenue sharing cuts?  No, but the House Dem plan they put up did, therefore you are wrong and a liar, again."

No, it didn't. As I pointed out when his plan was first proposed, it came no where near covering the $1.7 billion gap. But that didn't stop Nick from trumpeting it here as doing exactly that. So how to cover the rest? The SFA listed the state revenue sharing cuts as one way. Bishop never said he opposed those. If he did, where is the rest of the cuts that would make up the difference?

You can't have it both ways. You either have a list of $1.7 billion in cuts or you don't. If you don't, stop lying here and to the voters of Michigan claiming that you do.

    According to a CitPat Reporter (none / 0) (#19)
by Shell on Tue Sep 18, 2007 at 02:55:22 PM EST
Chad Livengood of the CitPat responded to an email I sent him this morning.  Apparently Simpson's story about the "yes" vote is that somehow the board hadn't been cleared and he hit the green "yes" button Monday AM when checking in for roll call.

Even the reporter thinks his story is hard to believe.
