    Bishop's Office responds after being called-out by Right Michigan

    I'm not taking CREDIT for this one, per se, but... but...

    Only a few hours after several bloggers here at RM suggested (strongly) that the Senate Majority Leader restore access to a recently banned neo-comm blog on the other side of the aisle his office issued the following statement:

    BISHOP COMMENTS ON BLOG ACCESS

    "I stand by the position that Senate employees should be not be using taxpayer equipment to view political blogs pursuant to Senate Rule 1.401(c). These blogs are of questionable content and employees who are paid to conduct the business of the people of Michigan should not be interacting with them during business hours.

    "Senate Democrats seem intent on making this a debate on censorship and
    their right to view questionable political content during business
    hours. Senate Republicans believe this a discussion of the proper use of
    taxpayer resources and appropriate conduct during business hours and
    establishing strict guidelines on employee use of the Internet and
    websites.

    "Access to the site in question has been restored. Given the evolving nature of the Internet in politics and the emergence of blogging in political commentary, I am directing the Secretary of the Senate to perform a full review of the Senate's current policies concerning employees' use of the Internet."

    This isn't just the right tactical move, it's the right move period.  Now, the Secretary of the Senate can focus on examining traffic patterns and web histories to make sure that public employees aren't blogging the day away on the taxpayers' dime.

    Props, by the way, to Senator Bishop for recognizing they'd made a mistake and taking action.  Takes a big man and a strong leader to admit a mistake.  Something we haven't seen in Michigan in the last five years.

    I just finished posting on your blog calling out Bishop, and he rescinds the ban!

    Great job, Senator Bishop. We all make mistakes.

    Now you can focus on keeping your caucus together in opposition to the Granholm tax increases. I say "Granholm" tax hikes instead of "Democrat" tax hikes because it appears the Dems in the House don't want them either.

    I was actually on the phone with one of his staff twenty minutes before the announcement.  I won't relay the exact nature of that call, and doubt any one of us directly had something to do with it, but I think there was a cumulative sense of wisdom at least on the issue of how well thought through the initial decision was.

    All active bloggers here should put our thoughts down on paper for the Secretatry of the Senate's review of internet policies, so that a precise policy can be formed and made clear to staff.  From a practical perspective, I don't think IP blocking as was done here is even effective, let alone appropriate.  Anyone can use an anonymous redirecter and circumvent the IP block, and I think the behavior itself (using state resources for private political activity) should be specifically banned and punished on a case-by-case basis, and since it will be harder to catch that way the punishments should be serious.  Reading a site too is different from commenting on a site or posting to it.  

    I think the liberal sites should also be asked to give input into this policy area.  Let's ask them how they think we should protect the competing values of keeping taxpayer-funding politically neutral and protecting speech.

    The devil is in the details.  A good policy would be more able survive challenge if the details are well thought out!.

    would be provided by releasing what sites Senators and Senate staffers are visiting on their "work" time. Want to bet that part of Bishop's retreat is over concern that making too big a deal out of what some Democratic staffers are supposedly doing might lead people to look at what Republican staffers are viewing and doing during the day? That can be a dangerous game to play Senator Bishop.
