Any talk of a budget surplus is for the expedient political reasons one might expect going into an election year.  And with the medicaid expansion money on the horizon, it sure will look pretty for about 3 years.  

All good things in government are rare, and must end however as the prosperity is always cut from one end to attach to the other, often losing a bit as they are tied off.
