      was a dumb idea when it was first proposed and it is a dumb idea now.  It will add bureaucracy and foster all manner of cash only business... and do nothing for Michigan's overall economy.

      Why make it more difficult to do business in Michigan?

      Come on, Guv.  Let's be a little more creative.  Maybe some of those abandoned Detroit neighborhoods could be used as Apocalypse sets for movies or training grounds in urban warfare for Marines. Maybe they could become tourist attractions by selling fright tours. Certainly you can come up with something better than charging tax for cutting lawns.
