Kahn said the second concept would allow citizens to weigh in at the polls on a sales tax change. One provision in the package of bills, he said, would tax gasoline wholesalers a fixed percentage instead of taxing a set monetary value per-gallon at the pump.

"That makes it simpler and provides a slight amount of inflation protection," Kahn said.
